Whats a "Flutter"?

Does anyone know what a "flutter" is? I heard someone refer to it and i can't find it on wikipole or anything...thanks!

How were they using/refereeing to it? Flutter has a few different meanings depending on what style of dance it is used in, or activities.

Maybe they are referring to what I cali leg waves?? Where you wave your legs slowly, while in a inverted V position 🤔 ??
